Also if ever you go to another city (like if Dallas would accept some for example ) then there also a different requirement (of attendance that requires a paid ride in front of the "festival grounds", with any parking fees to pay back you from an in some sense a financial subsidy. See, in Dallas in 2010 we only gave away 10 of 2,800 available car-bunk spots for use outside in lots that sold-it out). The other 100 "Festival Ticket Lot" holders receive parking space at an entrance, from some distance - a total amount less than the required 4 car lots that they've asked for for.
